Hi, is this NavBot a legal application to be used with Eve? Or is it a 'bot' and against TOS? I am new to EVE.

Sure, it's not actually a bot, it doesn't fly or trade for you, it just analyzes the reports you've downloaded and recommends profitable trade routes. If CCP had a problem with it they'd have said so sometime in the last 4 years of NavBot's existence!

rev L requires administrator access to open the port...

Might see if there's any way to 'install as service'... alternatively, don't require administrator access.

Let me know if you want me to contribute.

That'd be great, Phil! Grab the source from http://code.google.com/p/navbot and see what you can do. I'll be happy to add you as a committer to the SVN repository, just send a comment with your gmail address in it (I won't publish it, they're all moderated).
